1. Background

Tamkeen for Legal Aid and Human Rights is a Jordanian non-profit organization committed to protecting human rights, promoting social justice, and supporting vulnerable groups through legal aid, advocacy, capacity building, research, and policy engagement. As Tamkeen continues to expand its work—particularly in research production, evidence-based advocacy, and proposal development—it recognizes the growing importance of digital tools and Artificial Intelligence (AI) in enhancing organizational effectiveness and sustainability.

AI technologies offer significant opportunities for civil society organizations, especially in supporting idea generation for proposal writing, tailoring advocacy and media campaigns, strengthening research processes through access to trusted resources, and improving internal efficiency. In this context, Tamkeen seeks to build the capacity of its core team to understand, safely use, and strategically adopt AI tools that are customized to its operational needs and aligned with its institutional values and human rights mandate.

This consultancy aims to introduce Tamkeen’s staff to the practical applications of AI in NGO work and to identify appropriate, ethical, and accessible AI tools that can support legal aid, documentation, research, advocacy, communications, and organizational development.

2. Purpose of the Assignment

The purpose of this assignment is to build internal awareness and practical capacity among Tamkeen’s core team on the use of AI technologies, and to recommend customized AI tools that can support proposal writing, research, advocacy campaigns, and day-to-day operations, while ensuring ethical, responsible, and sustainable use.

3. Objectives

The specific objectives of the consultancy are to:

  • Raise organizational understanding of AI concepts, opportunities, limitations, and risks within the context of civil society and human rights work.
  • Strengthen staff capacity to use AI tools for brainstorming and drafting proposals, tailoring advocacy messages, and supporting research with reliable and credible sources.
  • Deliver hands-on, practical training on AI applications relevant to Tamkeen’s programs, communications, research, and administrative functions.
  • Identify and recommend AI tools with customized functions aligned with Tamkeen’s operations, strategic priorities, and future expansion.
  • Provide clear implementation and ethical-use guidelines to support responsible, safe, and sustainable AI adoption.

4. Scope of Work

The consultant will undertake the following tasks:

1. Needs Assessment and Scoping

  • Conduct brief interviews, focus group discussions, or surveys with Tamkeen staff to assess current digital practices, research and proposal development workflows, and advocacy processes.
  • Identify priority areas where AI can add value, including proposal writing, research support, advocacy and communications, monitoring and evaluation, and internal coordination.
  • Assess capacity gaps and key risk considerations, including data protection, confidentiality, bias, misinformation, and ethical use.

2. Design and Deliver AI Training Workshop

  • Design and deliver a 4-day interactive training for Tamkeen’s core team, focusing on practical and customized use of AI tools, including:
    • Introduction to AI and machine learning concepts in non-technical terms.
    • Use cases of AI in civil society, human rights, and development work.
    • Practical applications of AI for:
      • Brainstorming and structuring funding proposals.
      • Supporting research and identifying trusted and credible resources.
      • Drafting, reviewing, and translating content.
      • Tailoring advocacy campaigns and messaging.
      • Case documentation and data organization.
    • Hands-on demonstrations of accessible AI tools (e.g., generative AI, research assistants, translation tools, data visualization tools).
    • Ethical and responsible AI use, including data protection, consent, digital security, and algorithmic bias.
    • Safe use of generative AI tools (e.g., ChatGPT, AI-powered writing and design tools, automation platforms).

3. AI Tool Selection and Implementation Guidance

  • Based on Tamkeen’s assessed needs, recommend a set of low-cost, accessible, and ethical AI tools customized to Tamkeen’s operations, including tools for:
    • Research and legal documentation.
    • Proposal writing and concept development.
    • Data analysis, visualization, and monitoring and evaluation.
    • Translation, communications, and content creation.
    • Advocacy campaigns and social media engagement.
  • Provide practical user guidelines, use-case examples, and implementation tips tailored to Tamkeen’s workflows and team capacities.

4. Follow-up Coaching 

  • Provide post-training coaching (e.g., 1–2 virtual sessions) to support early adoption, troubleshoot challenges, and refine use of selected AI tools.

5. Deliverables

The consultant is expected to deliver:

  • An inception report outlining the methodology and needs assessment findings.
  • A detailed AI training agenda, presentation materials, and hands-on exercises.
  • Delivery of a 4-day AI training workshop (in-person or virtual).
  • An AI Tool Recommendation Report including:
    • Description of recommended tools and specific use cases.
    • Relevance to Tamkeen’s operations (research, proposals, advocacy, legal aid).
    • Cost, licensing, and accessibility considerations.
    • Ethical, privacy, and data-protection considerations.
    • Step-by-step implementation and adoption guidance.
  • A final summary report in Arabic and English.

6. Duration

The consultancy is expected to be implemented over 4–6 weeks, including preparation, training delivery, follow-up support, and final reporting.

7. Required Qualifications

  • Proven expertise in Artificial Intelligence applications, preferably within civil society, human rights, or development contexts.
  • Demonstrated experience in delivering participatory, practical, and non-technical trainings.
  • Strong knowledge of data ethics, digital security, and responsible AI use.
  • Familiarity with affordable, user-friendly, and customizable AI tools.
  • Fluency in Arabic and English (written) is required.

8. Reporting and Supervision

The consultant will report to Tamkeen’s Programs Manager or a designated focal point and work closely with the Programs team.
