1. Background
Tamkeen for Legal Aid and Human Rights seeks to strengthen its institutional systems and staff capacities for monitoring, results measurement, data management, learning and reporting. The assignment is supported as an institutional capacity-development measure intended to improve the quality, consistency and use of M&E across Tamkeen’s programmes.
Tamkeen therefore seeks an experienced M&E Advisor to work alongside programme, M&E and relevant management staff over a four-month period. The Advisor will provide practical, real-time coaching through active projects and reporting cycles while supporting the design, testing and institutionalization of standardized systems and workflows.
2. Purpose and objectives
The purpose of the assignment is to strengthen Tamkeen’s institutional M&E capacity through embedded, hands-on advisory support. The Advisor will not substitute for Tamkeen staff or assume responsibility for routine data collection, monitoring or donor reporting. Instead, the Advisor will coach staff to lead these functions independently and consistently.
The specific objectives are to:
• Assess current institutional M&E capacities, systems, roles and priority gaps.
• Strengthen staff skills in results frameworks, indicator design, data collection, verification, analysis, learning and evidence-based reporting.
• Establish and pilot proportionate, standardized institutional tools, workflows and quality-assurance procedures.
• Improve the integration of M&E, learning and adaptive management into programme implementation and management decision-making.
• Ensure that designated staff can maintain and apply the improved systems without continued external support.
3. Approach and guiding principles
The assignment shall be implemented as a collaborative capacity-development process rather than a stand-alone technical consultancy. The Advisor will:
• Work side by side with relevant Tamkeen staff using active projects, field monitoring and current reporting requirements as the main learning environment.
• Co-design, pilot and revise tools with their intended users rather than delivering generic templates.
• Use a progressive handover approach in which staff increasingly lead monitoring, analysis and reporting with diminishing Advisor support.
• Recommend systems that are proportionate, secure, user-friendly, compatible with existing practices and financially sustainable.
• Adapt the mentoring plan in response to demonstrated staff needs and operational priorities while maintaining the agreed deliverables.
4. Scope of work
4.1 Institutional assessment and inception
• Review existing Monitoring, Evaluation, Accountability and Learning structures, staff roles, project results frameworks, tools, databases, reporting processes and donor requirements.
• Assess relevant staff competencies and identify priority institutional and project-level gaps.
• Agree on the staff and active projects or reporting cycles to be supported.
• Develop an inception report, detailed workplan, mentoring schedule and measurable capacity-development targets.
4.2 Results frameworks and indicator management
• Coach staff (on the job training) to design and revise theories of change, LogFrames, results frameworks and indicator tracking tables for different project types.
• Develop or strengthen indicator reference sheets covering definitions, calculation methods, baselines, targets, frequency, responsibility, data sources and means of verification.
• Strengthen output, outcome and, where feasible, impact-level measurement and ensure alignment among activities, indicators, budgets, evidence and reported results.
• Establish appropriate disaggregation and procedures to prevent double counting and inconsistent interpretation.
4.3 Data collection, management and analysis
• Coach staff to select appropriate quantitative and qualitative methodologies and develop practical data-collection plans and tools.
• Support the use of qualitative approaches that capture change, beneficiary perspectives, unintended results and explanatory evidence.
• Strengthen data cleaning, consolidation, analysis, interpretation and visualization skills.
• Define and pilot a centralized data-management arrangement appropriate to Tamkeen’s needs, resources and existing systems.
4.4 Data quality, protection and ethical practice
• Establish procedures for verifying completeness, accuracy, consistency, timeliness and validity of reported data.
• Develop data-quality, source-document and means-of-verification checks, including procedures for correcting discrepancies and documenting revisions.
• Clarify roles and approvals for data collection, entry, review, analysis and reporting.
• Integrate informed consent, confidentiality, anonymization, secure storage, access controls, retention and deletion requirements into M&E practice.
• Ensure that sensitive legal, protection and case-related information is handled in accordance with Tamkeen’s applicable safeguarding and data-protection requirements.
4.5 Reporting, learning and adaptive management
• Coach staff to synthesize quantitative and qualitative evidence into accurate, concise and analytical progress reports that meet relevant donor requirements.
• Strengthen the link between reported results, supporting evidence, expenditure and implementation progress.
• Facilitate periodic reflection sessions to examine findings, challenges, unintended results, lessons and necessary programme adaptations.
• Establish feedback loops among field, programme, M&E and management staff and incorporate relevant organizational and localization-related learning indicators where applicable.
4.6 Institutionalization and sustainability
• Develop and document standardized M&E workflows, roles, calendars and approval processes.
• Prepare concise user guidance and standard operating procedures for the agreed tools and systems.
• Support at least one staff-led monitoring and reporting cycle with progressively reduced Advisor involvement.
• Recommend a realistic roadmap for further institutional rollout, resourcing and continuous improvement.

Acceptance of deliverables: Deliverables will be reviewed by Tamkeen against the agreed workplan and capacity targets. Tools will be considered complete only after they have been jointly developed, piloted, revised based on user feedback and handed over in editable formats. Periodic and final deliverables may be shared with RDPP for monitoring the agreed institutional capacity-development support.
6. Expected results
• A standardized and practical institutional Monitoring, Evaluation, Accountability and Learning system has been jointly developed and piloted through active projects.
• Relevant staff demonstrate improved ability to define indicators, collect and verify data, analyze results, facilitate learning and produce evidence-based reports.
• M&E responsibilities, workflows, quality checks and approval processes are clearly assigned and documented.
• Tamkeen can maintain and apply the agreed tools and processes with limited or no external support.
• A feasible roadmap is available for wider institutional rollout and continued improvement.
7. Level of effort and working arrangements
• The assignment will run for four months and is expected to require approximately 40 working days, subject to the final agreed workplan and contract.
• The Advisor will maintain regular part-time on-site presence at Tamkeen’s offices. The proposal should specify the proposed allocation of on-site and remote days.
• The Advisor will report to [Tamkeen position/title] and coordinate closely with designated programme, M&E, finance and management staff.
• Short progress meetings will be held at least monthly with Tamkeen management. RDPP may participate in agreed progress or final review meetings in its capacity as supporter of the institutional capacity-development measure.
• Any travel outside Amman must be agreed in advance and clearly costed in the financial proposal.
• The Advisor remains responsible for technical quality and timely delivery; Tamkeen retains ownership and day-to-day management of the assignment.
8. Qualifications and competencies
• Advanced university degree in social sciences, development studies, statistics, economics, public policy or another relevant field.
• At least eight years of progressively responsible, hands-on experience designing and implementing M&E systems in international development or civil-society settings.
• Demonstrated experience establishing institutional, not only project-specific, M&E systems and supporting their adoption by staff.
• Strong technical experience in theories of change, LogFrames, indicator design, quantitative and qualitative methods, data-quality assurance, analysis and donor reporting.
• Experience in rights-based, legal-aid, protection, child-labour or closely related programming is a strong asset.
• Sound knowledge of ethical data management, confidentiality, safeguarding and secure handling of sensitive information.
• Proven experience as a trainer, mentor or embedded coach, with evidence of practical skills transfer and collaborative system development.
• Practical proficiency in appropriate digital data-management, analysis and visualization tools.
• Knowledge of the Jordanian civil-society and development context.
• Excellent written and spoken Arabic and English.
9. Ownership, confidentiality and conduct
All tools, databases, guidance materials and other outputs produced under the assignment will be the property of Tamkeen and must be provided in editable formats. The Advisor shall maintain strict confidentiality regarding organizational, staff, partner and beneficiary information and shall not disclose, reproduce or reuse such information without prior written authorization.
The selected Advisor will be required to comply with Tamkeen’s applicable policies, including its code of conduct, safeguarding, data-protection and confidentiality requirements. Applicants must disclose any actual, potential or perceived conflict of interest. For firms, the assignment must be delivered by the individual named in the accepted proposal; substitution requires Tamkeen’s prior written approval.
10. Submission requirements
• Technical proposal (maximum five pages) demonstrating understanding of the assignment and describing the proposed coaching methodology, institutionalization approach, workplan, allocation of working days and quality-assurance measures.
• Curriculum vitae of the proposed Advisor, emphasizing institutional M&E system design, staff capacity development and relevant sector experience.
• One anonymized sample or short extract of a relevant M&E framework, toolkit, standard operating procedure or similar institutional product previously developed by the applicant.
• Financial proposal stating the daily professional fee, total number of working days, total lump-sum cost, applicable taxes and any anticipated travel or reimbursable expenses.
• Contact details for two recent professional references familiar with the applicant’s advisory, coaching or consulting work.
• Declaration of any actual, potential or perceived conflict of interest.
